    Saudi Arabia Launches PPP for Jeddah-Makkah Direct Highway O&M, EOI Submissions Due October 2024

    Saudi Arabia- A recent Expression of Interest (EOI) has been launched for the operations and maintenance (O&M) of the Jeddah-Makkah Direct Highway under the public-private partnership (PPP) model. Overseen by the Roads General Authority (RGA) in collaboration with the National Center for Privatization & PPP (NCP), the project marks a significant step in the country’s broader infrastructure development strategy.

    The new highway spans 64 kilometers, linking Jeddah and Makkah, two of Saudi Arabia’s most important cities. Featuring four lanes in each direction, the highway is designed to accommodate the significant traffic flow between these cities, particularly during pilgrimage seasons when millions of visitors travel to Makkah. In addition to the highway itself, the project includes the development of four motorway service areas (MSAs), which will offer essential facilities to travelers, ensuring comfort and convenience along the route.

    Under the PPP model, the private sector partner will take on multiple responsibilities, including the design, construction, financing, and long-term maintenance of these service areas. The contract, which is expected to last for 10 years, covers not only the highway’s O&M but also the ongoing upkeep and management of these MSAs. With this comprehensive scope, the winning bidder must demonstrate expertise in delivering projects that meet high standards of road safety and operational efficiency.

    However, several challenges stand in the way of smooth execution. The environmental impact of constructing and maintaining the highway through a sensitive desert ecosystem is a key concern. Efforts to minimize ecological damage while maintaining sustainability throughout the construction and operation phases will be vital. Addressing these environmental risks requires robust planning and careful execution to protect the region’s delicate ecosystem.

    With submissions for the EOI phase due by October 24, 2024, the project is moving quickly toward its next phase. Following the selection process, the contract is expected to be awarded in 2025, setting the stage for one of the most critical infrastructure projects in Saudi Arabia’s transport sector under the NTLS framework.
