Morocco- The African Development Bank (AfDB) is amplifying its support for Morocco’s infrastructure development by launching a targeted technical assistance program aimed at enhancing the country’s public-private partnership (PPP) framework. With a value of $312,358, the initiative is largely funded by an 85% grant from the AfDB’s Technical Assistance Fund for Middle-Income Countries, complemented by a 15% contribution from the Moroccan government. This 24-month program seeks to operationalize Morocco’s updated regulatory framework for PPPs, strengthen the capacity of the National PPP Commission (CNPPP), and expand the model’s application across critical infrastructure sectors.
Morocco’s government, grappling with escalating economic and environmental challenges, has increasingly turned to PPPs as a means to finance its ambitious infrastructure agenda. Despite a legal framework introduced years ago, the uptake of PPPs has been relatively limited. This program, requested by the Ministry of Economy and Finance, is designed to address existing gaps by providing structured support for planning, governance, and management of PPP projects. It also emphasizes integrating these partnerships into Morocco’s broader sectoral and budgetary strategies.
One of the program’s primary objectives is to equip the CNPPP with the tools and expertise needed to implement recent amendments to Law No. 46-18, which expanded the scope of PPPs to local authorities and streamlined processes like unsolicited offers and negotiated contracts. By focusing on strategic planning and project evaluation, the AfDB aims to position PPPs as a cornerstone of Morocco’s development agenda. This is especially critical as the nation faces mounting pressures on water resources, which threaten key sectors such as agriculture and tourism.
Although Morocco has made notable investments in renewable energy, highways, ports, and other infrastructure, the PPP model has been underutilized. High-profile projects like the Ouarzazate solar complex and the Rabat-Salé tramway have showcased the potential of PPPs to deliver innovative solutions and reduce the financial burden on the government. However, the country’s growing infrastructure demands—particularly in sectors such as water and energy—require more robust and scalable approaches.
The AfDB’s assistance is structured around two pivotal components. The first involves formulating a national PPP strategy aligned with Morocco’s new development model and sectoral priorities. This includes addressing sustainability and extending the PPP model to social sectors like education and health. The second component focuses on creating a multi-year program for PPP projects, offering clear visibility into opportunities and enhancing project tracking. An international consultant will assist the CNPPP in establishing this program, ensuring the relevance and viability of potential initiatives.
Beyond these structural improvements, the program will also prioritize capacity-building through targeted training and awareness efforts. By fostering broader engagement from both public and private stakeholders, the AfDB aims to create an environment conducive to sustainable and impactful partnerships. For instance, communication campaigns will be tailored to encourage private sector participation, while public sector teams will benefit from enhanced skills to navigate the complexities of PPPs effectively.
