    Ghana and AfDB Partner on Volta Economic Corridor PPP

    The Government of Ghana and the African Development Bank (AfDB) signed a Letter of Intent to co-develop this transformative corridor on July 3, 2025, in Accra. The Volta Economic Corridor PPP has emerged as a flagship initiative under Ghana’s bold infrastructure agenda. The project supports Ghana’s 24-Hour Economy and Accelerated Export Development Programme (24H+), aiming to reposition Lake Volta as a logistics and industrial hub. The corridor will expand Ghana’s export capacity, strengthen regional integration under AfCFTA, and facilitate trade with Burkina Faso, Mali, and Niger.

    At the core of the project are three Special Purpose Vehicles (SPVs) focused on delivering strategic infrastructure. The Ghana Infrastructure Investment Fund (GIIF) will serve as the principal anchor, overseeing:

    1. Inland water transport and port infrastructure
    2. Agro-ecological parks and irrigation systems
    3. Lakeside industrial parks and logistics zones

    Augustus Goosie Tanoh, Presidential Advisor and Head of the 24H+ Secretariat, emphasized that the Volta Corridor will be private-sector led, with government seed capital acting as a catalyst. “This partnership signals Ghana’s commitment to mobilise transformative capital, world-class expertise, and public-private partnerships,” he stated. The corridor aligns with Ghana’s 24-hour production strategy, aiming to increase productivity, generate employment, and boost export competitiveness.

    Nana Dwemoh Benneh, CEO of GIIF, confirmed the fund’s readiness to bridge public policy and private capital. With initial support from the government and the AfDB’s involvement, GIIF aims to attract long-term investors, creating a scalable development framework.

    AfDB’s Director for Infrastructure and Urban Development, Mike Salawou, signed the agreement on behalf of the Bank. He praised the project’s alignment with continental goals. “This project fits well with Agenda 2063 and supports AfDB’s focus on food security, industrialisation, and trade integration,” he said.

    The corridor will help facilitate easier trade flows to landlocked countries. It also offers inland logistics alternatives, reducing dependence on congested ports. Overall, the project strengthens Ghana’s position in AfCFTA’s trade ecosystem.

    The Volta Economic Corridor PPP is more than a national initiative, it’s a scalable model for infrastructure-led PPPs in Africa. With GIIF anchoring the project and AfDB offering technical and financial backing, the initiative reflects best practices in strategic corridor development.
